JPO is Hiring a GNSS Applications Expert

The SatNav Africa Joint Programme Office (JPO) seeks to recruit a Global Navigation Satellite System (GNSS) Applications Expert to support the JPO team. In addition, a competent applicant from an African Union member state with a resident and work permit in Senegal is required to fill this vacancy.

Major duties and responsibilities

The incumbent will contribute to the implementation of the JPO to achieve its objectives and expected results, providing specialised expertise in the field of satellite navigation. Furthermore, the successful candidate will act as GNSS Applications Expert within the JPO team under the guidance of the Head of Adoption and Market Development. In addition, he/she will interact with all other members of the JPO team and with external organisations concerned with implementing the Programme.

The primary responsibilities include:

  • Contribute to the planning of and undertake sectoral studies on GNSS/SBA Applications, sectoral surveys, needs analysis, modelling, impact analysis, project concepts, business planning, etc.;
  • Contribute to the development of a dashboard to monitor GNSS/SBAS applications development in identified markets segments and recommend actions;
  • Undertake the technology and sector watch, and research activities, in these domains;
  • Undertake the development of users’ communities and monitors sectoral needs and trends in technology;
  • Undertake the formulation of applications requirements and develop projects concepts on GNSS/SBAS sectoral applications;
  • Undertake activities (hackathons, mentoring, coaching, etc.) towards application developers and project holders;
  • Undertake the development of collaborative platforms for applications and market development;
  • Contribute to GNSS industrial and academic cooperation activities, from the applications’ perspective;
  • Contribute to the GNSS promotion, capacity building and communication activities, from the perspective of the application.
Qualifications and experience
Education
Essential 
  •  Master’s degree in Engineering.
Desirable
  •  Degree in Applied Economics or Finance; and
  •  Degree in GNSS and other space applications.
Professional experience
Essential 
  • Experience in technical development or business development of products/solutions.
Desirable
  • Three (3) years or more professional experience in application development in the field of transport & logistics, agriculture, and geoinformation; and
  • Knowledge of GNSS and space applications.
Languages
  • French, CECRL1 C1 level;
  •  English, CECRL B2 level.

Essential skills

Ability to:

  • Develop and organise detailed projects concepts;
  • Undertake detailed studies on sectoral applications and develop models;
  • Analyse the market and the operational needs and identify how the needs can be met by GNSS, Earth observation and other space applications;
  • Build and manage networks of users and organise consultation platforms;
  • Manage research and innovation projects on innovative applications and user technology;
  • Generate and deliver reports that provide useful insight into sectoral technologies and applications.
Digital Skills

Essential skills

  • Advanced experience in using computers, including the latest digital communication and document production tools (office software, VoIP software, etc);
  • Advanced skills with advanced digital content (text, tables, database, etc) production;
  • Advanced skills in data processing tools;
  • Advanced skills in modelling and development languages and software (UML, Visual Basic, C, C++, Python, Matlab, etc.);
  • Advanced skills in applications development languages;
  • Advanced skills with Project Management Software Tools (Microsoft Project or similar); and 
  • Advanced database Management (Excel, SQL, Access, PowerBI or equivalent).

 Conditions of employment
  • Applications are opened to nationals of the African Union member States;
  • The post is to be filled on a fixed-term basis. It may include a probation period of three (3) months;
  • Remuneration will be defined in accordance with the conditions applicable to the Programme and depending on the experience of the incumbent;
  • The type of employment contract may differ according to the status of the incumbent. This can include a temporary contract through an employment agency.
 Process of selection of candidates

The selection of candidates will be compiled, based on assessing the applications received. However, only the short-listed candidates will be invited for interviews through web conference or in situ as applicable.
