Director of Geospatial Services – P5
Reporting to Director General, the successful candidate will be responsible for coordinating the activities of the Geospatial services, including training, project formulation, implementation and management, advisory and consultancy services and research.
Duties and Responsibilities
- Initiating and coordinating the preparation of the directorate’s work plans and budgets;
- Providing coordination and oversight on surveying and land administration activities under the geomatics section;
- Developing proposals that will result in attracting bankable projects within geospatial services;
- Leading and coordinating the development of project proposals within the directorate;
- Attracting research funding through the development of competitive proposals;
- Providing advisory services to member States;
- Collaborating with the Capacity Building and Training Directorate for any training programmes, seminars, workshops, projects and research in the directorate;
- Overseeing projects in the Directorate, ensuring collaboration where cross-cutting geospatial abilities and knowledge is required;
- Overseeing the geospatial data and technology section to ensure the production of innovation of Geospatial solutions and efficient provision of IT services to the centre;
- Being responsible for the survey equipment at the centre;
- Managing projects in collaboration with the projects coordination section;
- Ensuring quality control and assurance of production work;
- Assessing the capacity-building needs of Member States in the fields of remote sensing, photogrammetry, GIS, cartography, surveying, engineering, land administration, geoinformation, data technologies and geodesy;
- In collaboration with the research function, provide leadership and motivate directorate staff to undertake research in geo-spatial information services;
- Participating in workshops, seminars and regional meetings; and
- Reporting the activities of the directorate to the management of the centre.
Qualification
Academic Qualification
- Minimum of a Master’s degree in remote sensing, photogrammetry, environmental science or geo-information-related field.
Professional Qualification
- Minimum eleven (11) years’ work experience with at least five (5) years of experience in a senior management position;
- Proven track record of attracting and securing bankable projects through the development of project proposals that are of high quality, relevant and solutions-oriented;
- Experience in attracting and securing funding for research projects; and
- Growing responsibility in the field, including managing these functions in busy environments. Regional experience is an added advantage.
Salary Scale
The salary for the above position is consolidated and is in the range of USD 56,877.70 by USD 2,405 to USD 73,713.02 per annum. In addition, entry points for the position will be determined by qualifications and experience.

Manager, Remote Sensing – P1
Reporting to the Director of Geo-Spatial Services, the successful candidate will be responsible for applying remote sensing principles and methods to analyse data and solve problems in areas such as natural resource management.
Duties and Responsibilities
- Preparing work plans and budgets for the section;
- Leading the remote sensing and environmental management section in implementing
- capacity development activities;
- Identifying opportunities, writing and submitting project proposals for funding;
- Supervising and managing projects assigned to the section in collaboration with the project coordinator;
- Ensuring quality control of remote sensing products at the section level in collaboration with the quality assurance teams at the centre;
- Providing advisory services and technical support in the integrated use of remote sensing in the Member States;
- Supporting Member States in the identification of their remote sensing needs and capacitating their staff;
- Assessing the capacity-building needs of member states in the field of remote sensing and preparing/ reviewing training curriculum and training materials;
- Promoting the application and use of remote sensing in member states and other stakeholders;
- Participating in remote sensing workshops and seminars relevant to the centre at national, regional and international levels;
- Carrying out research and project services in the application and use of remote sensing technologies for sustainable development;
- Ensuring quality control and assurance of production work;
- Reporting on the activities of the section to management as per agreed work plans of the section’s staff
- Preparing and revising training curriculum, and training materials in collaboration with the directorate of capacity building and training;
- Supervising and conducting an appraisal of staff in the section; and
- Any other duties assigned by the supervisor.
Academic Qualification
- Master of Science degree in remote sensing, photogrammetry, GIS and geo-information fields; or
- Bachelor’s degree in remote sensing, photogrammetry, GIS and geo-information fields;
Professional Qualification:
- At least three (3) years of work experience with a Master’s degree with an increasing responsibility to the head of the function level; OR
- Minimum of twelve (12) years’ work experience with a Bachelor’s degree with an increasing responsibility to the head of function level.
Salary Scale:
The salary for the above position is consolidated and is in the range of USD 26,054.03 by USD 1,308.12 to USD 37,827.11 per annum.

Reporting to the Director of GeoSpatial Services, the successful candidate will develop, implement, manage/ supervise GIS and mapping-based projects and professional cartographic production.

- Leading the GIS and cartography section in implementing capacity development activities;
- Identifying opportunities, writing and submitting project proposals for funding;
- Supervising/managing projects assigned to the section in collaboration with project coordinator;
- Ensuring quality control of GIS and mapping products at the section level in collaboration with quality assurance teams at the centre;
- Providing advisory services and technical support in the integrated use of GIS and cartography in the Member States;
- Supporting Member States in the identification of their GIS and mapping technology needs and capacitating their staff;
- Assessing the capacity-building needs of member states in the fields of GIS;
- Cartography and preparing/ reviewing training curriculum and training materials;

- Supervising and conducting an appraisal of staff in the section; and
- Any other duties assigned by the Supervisor.
Academic Qualification:
- Master of Science degree in remote sensing, photogrammetry, GIS and geo-
- information fields; or
- Bachelor’s degree in remote sensing and/or GIS, geomatics engineering, geography,
- natural resources management and environmental fields; and
- Twelve (12) years of work experience in the field.
Professional Qualification
- Minimum of three (3) years of work experience in the field with a Master’s degree.
- Experience in functional management is required; OR
- At least twelve (12) years of work experience with a Bachelor’s degree and experience in
- functional management.
