Call for Proposals: Recruitment of Interim Advisory Board for Digital Earth Africa

Digital Earth Africa (DE Africa) invites proposals from service providers with proven expertise in Governing Board recruitment to support the appointment of an Interim Advisory Board (IAB). The IAB will provide strategic leadership, oversight, and accountability during DE Africa’s transition to long-term hosting by early 2026. This is a unique opportunity for service providers with a strong African footprint to contribute to a transformative programme that leverages Earth observation data to drive sustainable development across Africa

Interim Advisory Board Objectives

The Interim Advisory Board will ensure governance continuity as DE Africa moves toward long-term hosting arrangements. Its responsibilities include:

  1. Offering strategic guidance and leadership during the transition.
  2. Overseeing the implementation of DE Africa’s mission to meet pan-continental needs.
  3. Undertaking a Governance Review to align DE Africa’s structures with best practices.

This board will play a pivotal role in shaping DE Africa’s future, with the current Governing Board’s tenure ending in November 2024.

Scope of Work for the Service Provider

The selected service provider will be responsible for:

  1. Developing a recruitment strategy that aligns with DE Africa’s competency matrix, governance principles, and diversity goals. Ensure diverse representation across sectors, genders, and ages while considering nominations from current Governing Board (GB) and Technical Advisory Committee (TAC) members.   
  2. Sourcing and screening of candidates, including those nominated by existing Governing Board (GB) and Technical Advisory Committee (TAC) members, based on the required competencies and expertise outlined in DE Africa’s competency matrix. 
  3. Submitting a final shortlist of candidates, including detailed evaluations and CVs, based on their alignment with the specified competency criteria.
  4. Facilitate the final selection process by conducting background and reference checks and providing additional support for the final appointments.

Key Project Milestones

  1. Recruitment Strategy Development: November 4 – 6, 2024  
  2. Candidate Sourcing: November 4 – 18, 2024  
  3. Screening and Shortlisting: November 19 – 24, 2024  
  4. Vetting and Final Selection: November 25 – 29, 2024

Proposal Requirements

Service providers should submit a proposal that includes:

  1. Company Overview: Background and relevant experience in board recruitment.
  2. Approach and Methodology: A detailed description of your recruitment strategy and processes.
  3. Budget: A breakdown of costs associated with the project.
  4. References: Contact information for at least three referees from similar projects.
