The European Commission’s Directorate-General for International Partnerships (DG INTPA) is embarking on a significant climate resilience project in Africa. The project aims “to enhance Africa’s capacity to produce and deliver space-based services, applications, data and information for early warning systems related to hazardous weather or climate events (Space for Early Warning in Africa).” One key implementing partner for this project will be EUMETSAT, whose contribution will make satellite meteorological data easily accessible and visualised by African users involved in early warning systems.

EUMETSAT’s Contribution to the Project

EUMETSAT’s role in this groundbreaking initiative will support the establishment of regional capacities in Africa, enabling the generation of satellite-based products for immediate forecasting, known as “nowcasting,” and broader applications. This will be achieved through close collaboration with key project partners, including the African Union Commission (AUC) and the European Centre for Medium-Range Weather Forecasts (ECMWF). Many of EUMETSAT’s efforts will be devoted to training African experts to ensure sustainable project outcomes and foster local ownership.

Role Overview: Space for Early Warnings in Africa Project Manager

To drive the success of this initiative, EUMETSAT is seeking a Project Manager for the Space for Early Warnings in Africa project. This role is a fixed-term contract, lasting until December 2028, within EUMETSAT’s User Support and Climate Division. The selected candidate will work closely with various departments and divisions within EUMETSAT, such as the Strategy, Communication, and International Relations Division, and the Technical and Scientific Support Department, ensuring smooth implementation of the project’s objectives.

Core Responsibilities

As the Project Manager, you will oversee the implementation of EUMETSAT’s activities within the project. Therefore, your duties will include:

  1. Project Management: Managing the execution of EUMETSAT’s responsibilities in line with the agreement between EUMETSAT and DG INTPA. You will ensure the project stays within scope, time, and budget constraints.
  2. Coordination and Collaboration: Leading coordination efforts within EUMETSAT and with external partners, including other divisions, contractors, and African stakeholders. You will ensure that activities are well-integrated and that African perspectives are continually considered to facilitate local ownership of project outcomes.
  3. Compliance and Reporting: Ensuring compliance with EUMETSAT rules and terms outlined in the project agreement. This includes preparing reports for the European Commission and the Project Steering Committee, led by DG INTPA and the African Union Commission.
  4. Communication and Representation: In collaboration with the Strategy, Communication, and International Relations Division, you will lead storytelling and communication activities related to the project. Additionally, you will represent EUMETSAT in conferences and meetings, promoting the agency’s efforts and strengthening stakeholder engagement.

Skills and Experience

The ideal candidate will bring proven expertise in project management within weather services, development assistance, or similar sectors. Thus, key qualifications include:

  • Proven Experience: Over five years of project management experience, particularly in weather services or development contexts. This includes strong capabilities in contract management, financial reporting, problem-solving, and team building.
  • International Partnerships: At least three years of experience working with international partnerships, particularly with African institutions. Experience with European Commission-funded projects is considered a valuable asset.
  • Strategic and Analytical Thinking: Strong strategic, analytical, and problem-solving skills, with the ability to coordinate diverse teams across multiple stakeholders. You must also understand the role of national weather services and early warning systems in safeguarding communities.
  • Communication and Interpersonal Skills: Strong communication, networking, and interpersonal skills are essential for managing complex partnerships and ensuring the project’s success.

Employment Conditions and Benefits

This role offers a competitive salary and benefits package, with the post being graded A2/A4 on EUMETSAT salary scales. The minimum basic salary for the position is EUR 7,146 per month (net of internal tax, excluding pension and insurance contributions), and salary increments are provided annually. In addition to base salary, EUMETSAT offers attractive benefits, including comprehensive health coverage and opportunities for professional development.

Please note that the position depends on third-party financing and is aligned with the project timeline from January 2025 to December 2028. Furthermore, the contract may be renewed depending on future funding and individual performance. Similarly, please note that EUMETSAT’s official languages are English and French.
